Ryan Insists Trump Is Familiar With FISA, Despite Contradictory Tweets

House Committee to vote on voiding Fourth Amendment rights

Despite some presidential Twitter drama, the House voted to extend the government's powers of warrantless surveillance another six years on Tuesday with a 256-164 vote, the Hill reports.

Section 702 of the FISA Act gives the government the ability to monitor electronic communications of foreigners outside of the U.S. Supporters say the powers help stop terrorist attacks and cyberattacks, but opponents note that it can also monitor the communications of Americans if they are communicating with monitored targets.

Nunes' bill was met with controversy from groups such as the ACLU and FreedomWorks that argued it allowed so many exceptions that it still violated the Fourth Amendment. Rand Paul (R-Ky.) and Ron Wyden (D-Ore.) in the Senate and by Amash, Ted Poe (R-Texas), and Zoe Lofgren (D-Calif.) in the House.

"I don't understand why Donald Trump is in favour of this", added Fox News legal analyst Andrew Napolitano.

President Donald Trump undermined the White House's position on the Foreign Intelligence Surveillance Act - known as FISA - on Thursday morning, but flip-flopped on the position just hours later.

He would still need to alert British authorities of any movement outside the embassy. He has also called Assange a hacker.

Trump initially wrote on Twitter that the surveillance program, first created in secret after the September 11, 2001, attacks and later legally authorized by Section 702 of the Foreign Intelligence Surveillance Act (FISA), had been used against him but later said it was needed. The dossier in question makes claims about ties between Russia, Trump, and his aides.

Trump had tweeted about the dossier earlier Thursday, declaring: "What a mess!"

Congress has been trying for years to agree on the right balance of privacy protection and going after foreign threats to national security.

Pelosi, according to GOP sources involved in the push for the legislation, had originally promised House Speaker Paul Ryan that she would write a public letter indicating her support, a statement that Republicans believed would bring along more than enough Democrats to offset Republicans skeptical of the renewal. Trump was seemingly misinformed about the nature of the vote and the substance of the bill, people said. Abouts collection was halted earlier this year by agreement of the intelligence community and the secret court that oversees FISA law, after they said it was proving hard to narrowly tailor. Mark Warner of Virginia, the ranking Democrat on the Senate Intelligence Committee, tweeted after Trump's post.

It is unclear how Trump "personally directed the fix to the unmasking process since taking office".

Steve Bannon, former White House chief strategist, steps down from Breitbart News
He issued a statement praising the president's eldest son and says he regrets not having released it sooner. And those statements still stand", he said.

The House earlier rejected, by 233-183, a measure that would have required the Federal Bureau of Investigation to get a warrant to continue even querying the database when Americans are involved.

The debate now rests in the hands of the Senate, where it could prove even more hard to impose new checks on USA surveillance - though some lawmakers say they'll try. "But he does have some overall concern with the FISA program more generally. Today was 702, a different part", he said during a press conference Thursday.

Here's a brief guide on what Section 702 lets America's intelligence agencies do - and why it's always been a sensitive issue for Americans in and out of government. They had rallied around an alternative measure from Rep. Justin Amash, R-Mich., that would have required law enforcement agencies to obtain warrants before being able to sift through the NSA's records database. The underlying bill requires only that the government seek a court order when it wants to use information about Americans in criminal cases.

"The president doesn't feel that we have to choose between protecting American citizens and protecting their civil liberties." she said. A short time later, Trump changed his tone and tweeted that the legislation needed to pass. He quickly issued another tweet stepping away from the first. On October 23, Hayden and 15 othernational security professionals - including former CIA Director John Brennan and former Director of National Intelligence James Clapper - signed a letter to congressional leaders urging them to reauthorize the email-collection provision.
